National training course on labour migration policy and practice in the former Yugoslav Republic of Macedonia (22-26 June 2009)
The second of the planned seven national-level training courses on labour migration policy and practice, organised by IOM in cooperation with ILO, is starting in Skopje on Monday, 22nd June and will last a week.
The course targets policy makers, social partners and practitioners. It is based on the OSCE-IOM-ILO Handbook on Establishing Effective Labour Migration Policies in Countries of Origin and Destination and constitutes an integral part of the project Capacity Building, Information and Awareness Raising towards Promoting Orderly Migration in the Western Balkans, funded by the European Commission AENEAS 2006 programme and the governments of Switzerland, Germany, Italy and Liechtenstein.
This national training event is a follow-up to the Regional Workshop on Establishing Labour Migration Policies in Countries of Origin and Destination and International Collaboration in the Western Balkans held in Tirana, Albania on 9-10 February 2009. The first training is the series was organised in Croatia in May 2009 and further training events are planned to follow in Montenegro, Serbia, Bosnia & Herzegovina, Kosovo and Albania.
The event will be inaugurated by Ms Anna Eva Radicetti, IOM Chief of Mission in Skopje, Ms Gloria Moreno-Fontes, ILO Senior Labour Migration Specialist, Ms Emmanuelle Guiheneuf from the Delegation of the European Commission and Mr Stojan Trajanov, State Advisor, Ministry of Labour and Social Policy.
The training sessions are delivered by IOM and ILO senior migration specialists. Additional modules are provided by experts from Platform for International Cooperation on Undocumented Migrants (PICUM) and the Ministry of Labour and Social Policy.

The Workshop on Establishing Labour Migration Policies in Countries of Origin and Destination and International Collaboration in the Western Balkans (9-10 February 2008, Tirana, Albania).
The Workshop followed the structure of the OSCE-IOM-ILO Handbook on Establishing Effective Labour Migration Policies in Countries of Origin and Destination. The principal objective of the Handbook is to assist States in their efforts to develop policy solutions and approaches for better management of labour migration and labour migration flows in countries of both origin and destination.
The first part of the workshop addressed migration related policies in countries of origin of migrants and the second part was devoted to discussion of policies of particular interest to destination countries. The final section of the workshop focused on practical means of fostering inter-state collaboration on issues relating to labour migration within the Western Balkans. Presentations from experts in the field were held, concrete policy illustrations were discussed and good practices exchanged.
The geographical focus of the Workshop was South-Eastern Europe, namely Albania, Bosnia & Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Kosovo under UNSCR No 1244, Montenegro and Serbia. Participants included representatives of the ministries of labour and the interior from the region and the destination countries, trade unions, independent experts, donor organisations, IOM, ILO, OSCE and the European Commission.
The Workshop was held within the framework of a project Capacity Building, Information and Awareness Raising towards Promoting Orderly Migration in the Western Balkans, funded by the European Commission AENEAS 2006 programme and the governments of Switzerland, Germany, Italy, Liechtenstein and Hungary, and implemented in partnership with the International Labour Organisation (ILO).
